In 1996, we had major changes that helped the efficiency and effectiveness of our medical community and our American health care system with the Health Insurance Portability and Accountability Act of 1996 (HIPAA),

At the same time, Congress recognized that advances in electronic technology could negatively impact the privacy of health information. Congress would then incorporate into HIPAA provisions the adoption of Federal privacy protections for individuals.

  • HHS published a final Privacy Rule in December 2000, that was then modified in August of 2002. This Rule set national standards for the protection of individually identifiable types of covered entities: health plans, health care clearinghouses, and health care providers who transact electronically.  Compliance with and updated rules was required as of April 14, 2003.
  • HHS published a final Security Rule in February 2003. This Rule sets country-wide standards for protecting the confidentiality, integrity, and availability of electronically transacted health information. Compliance with the Security Rule was required as of April 20, 2005
